With the new "MayImplement" annotation, and semantics around using a cast segment to cast to an type outside of the hierarchy we introduce a powerful new way of supporting "dynamic interfaces" which may be supported by some instances but not others.

What we don't have is a way to specify, for a particular instance, which types (outside of the hierarchy) it supports.
