      Actions and functions are by default available for all instances unless stated otherwise.

      One way to state this is the term Core.OperationAvailable which currently has to evaluate to true or false.

      What is missing is a way to say "availability of this operation cannot be determined up-front, please look into the availability advertising in its representation".
