What is the correct or preferred context URL for responses to requests with $expand=*?

Protocol 10.10 Expanded Entity talks about "explicitly expanded", which can be interpreted in two ways for $expand=*:

1. Explicitly list all expanded properties because this is a shortcut for explicitly expanding all navigation properties
2. Do not list expanded properties because they are not explicitly expanded
