Rules for error message inconsistent to Atom document

Section "Representing Errors in a Response" states:

In debug environments, it MAY contain a name/value pair with the name innererror. A production service MUST NOT ever respond with an error that includes an innererror name/value pair.

This is inconsistent with the corresponding requirement for Atom;

The metadata:innererror element SHOULD only be used in development environments in order to guard against potential security concerns around information disclosure.
