Allow edm:Documentation element in edm:TypeDefinition and edm:Annotations element

      Section 3.3, The edm:Documentation Element, in CSDL does not list edm:TypeDefinition in the model elements that MAY contain a documentation element. The csdl.xsd schema allows an edm:Documentation element in an edm:TypeDefinition element.

      The edm:Annotations element is also missing, and it can make sense to document a group of annotations.
