Restrict values of the Qualifier attribute to QualifiedName values

      Qualifiers can appear in property path expressions and may be followed by other path segments, so we must at least forbid the forward slash.

      Using a QualifiedName allows us later to add a mechanism for defining qualifier values, and all other "names" in CSDL are QualifiedNames.
