Consistently require annotations to be placed at the end of the annotated CSDL element

      Currently most CSDL elements allow annotations as the last child elements, while some allow them intermingled with their "standard" child elements.

      A consistent reading order would be

      • Documentation (0..1)
      • other child elements
      • Annotation (0..unbounded)
