Sometimes it is necessary to explain the application of a term, not the term itself. Which is why most annotation expressions can be annotated.

Unfortunately neither constant expressions nor the Annotation element itself can be annotated, so we can't express why a simple value was annotated.

Allowing annotations on edm:Annotation will solve that, and also make it unnecessary to annotate edm:Collection because all the surrounding expressions can be annotated now.
