Allow an optional Documentation element for the Schema, EnumType, and Member elements.

Also explicitly list the elements that allow Documentation in section 3.3 instead of refering to the non-normative XML schema.

It should be possible to add documentation to a schema that represents a vocabulary. Currently it would only be possible to document the individual value terms, complex types, and entity types.

Documentation of an enumeration type and its members would also be helpful.
