Clarify that the serialization of odata.count is affected by IEE754Compatible flag

      The IEEE754Compatible flag affects serialization of all Int64 and Decimal values, and odata.count is an Int64 value. As discussed in 2013-10-17 meeting, we wanted to explicitly call this out in the description of IEEE754Compatible.
