Clean up definition of TargetPath and description of Target in navigation property binding, action import, and function import

TargetPath is defined overly general. It is used in
Annotations/@Target and NavigationPropertyBinding/@Target both refer to the TargetPath section, but use different subsets of the overly general syntax, and parts of this syntax aren't used at all.
