Clarify that clients should not validate based on applies to attribute

Clients are told to ignore annotations that they don't know about in order to allow vocabularies to evolve. One such evolution is the application of an annotation to a new type of entity. Clients should treat annotations applied to elements not defined in the AppliesTo attribute as "unknown" annotations and not raise an error.
