Permissions should apply to more than just properties

      Currently the Permissions term includes the "AppliesTo" attribute with a value of "Property". While "AppliesTo" is not prescriptive, it would be nice (if we keep it at all) to list some of the other places Permissions can be applied (NavigationProperty, type, etc.)
