      Add to Constraints:
      X <> 0 if any of the exponents, which are generated from N and M, are negative.

      Add to Semantics:
      If X=0 and all of the exponents are non-negative, then 0^0 shall be set to 1 and 0^(exponent>0) shall be set to 0.

      This public comment notes that the cases for X=0 are problematic if the series specified a negative exponent for any term and also if the exponent 0 arises.

      The current specification does not require or treat the exponents and the interval as integers. If non-integral values are permitted, there are additional problematic cases.

      Although 0^0 = 1 is assumed by some practitioners, it is arguable that 0^0 is not mathematically determined. Since some spreadsheet programs already treat this as an error, it would seem prudent to continue to do so.
