      Together with Andreas' suggestion I propose the following:
      Replace text in 6.4.1
      "In the OpenDocument file format, a variable shall be declared at the beginning of a document."
      by
      "In an OpenDocument file, the variable declarations shall be the first child elements in its parent elements."

      Amended 6.4.1 to read: In an OpenDocument file, variable declarations shall precede in document order any use of those variable declarations.
