Recast text into Chapter 18 as:

      office:process-content (deprecated)

The office:process-content attribute specifies the processing to be performed on foreign elements.

The defined values of the office:process content element are:

false: conforming consumers should not interpret a foreign element's content, but editing applications may preserve its content, regardless of the foreign element's ancestor elements.

true: conforming consumers may interpret a foreign element's content without regard to its ancestor elements.

office:process-content is not defined with other attributes.

Granted it would occur only on foreign elements, which we don't define but that seems like a weak explanation for it not being listed and defined as all other attributes.
