      Description

currently the ODF specification does not explicitly state the constraints on the relationship between elements that reference styles / font face declarations and the definitions thereof.

obviously the split into styles.xml and content.xml does not make much sense if the styles.xml is not self-contained (i.e. all references to styles / font face declarations that appear in styles.xml should be resolvable in styles.xml).
