Conformance Clauses do not enforce corrosponding mime type/<office:body> child elements

With the conformance clauses in CD03, a document whose mime type is "application/vnd.oasis.opendocument.text" and that has an <office:spreadsheet>
child element is a Conformant ODF Document. That appears not to be reasonable.
