COUNTBLANK - required to support references as parameters?

      Constraints on COUNTBLANK reports: "Implementations are only REQUIRED to support references as a parameter, though other types may be supported."

      Seems like an odd place for such an announcement, form (shall), etc.

      ReferenceList is may be a value for VARPA, VARA, STDEVPA, STDEVA, MINA, MAXA, AVERAGEA, SUMIF, INDEX, ISREF, COUNTIF, COUNTA, AREAS (to support AREAS at all it looks like ReferenceList has to be supported), infix concatenation operator, Conversion to NumberSequenceList.

      The reference under COUNTBLANK maybe a local constraint but it looks like ReferenceList needs to be defined and the meaning of "may be" under the various functions clarified, plus the usual conformance issues.
