      Adapt 3.5 to:

      If the value of the manifest:algorithm-name attribute is Blowfish CFB *or
      urn:oasis:names:tc:opendocument:xmlns:manifest:1.0#blowfish *
      the <manifest:algorithm> element shall not have child elements.
