      <form:form> has a form:name attribute, but unlike the form controls, it does not take an xml:id

          In ODF 1.2 we have xml:id attributes for elements

          • where the Metadata SC identified the element as one that could carry RDF metadata, or
          • that can be referred to from other ODF elements by IDs.

          The controls have xml:id attributes because the ID is used to bind them to the corresponding <draw:control> element. A form does not have a corresponding control element. A form further was not identified as a possible target for RDF metadata. That's why it does not have an xml:id attribute.

          We may however consider to add an xml:id for ODF Next.
