This relationship is defined by the order inside the <draw:layer-set> element. It is important to state at the <draw:layer-set> element that this order has no significance to the drawing objects inside the layers.

      10.2.2 <draw:layer-sets> has the following paragraph:

      I think this should be moved to 10.2.3 <draw:layer>
