Public Comment: Ambiguity reported in section 1.3 in the use of term "default prefixes"

From Rob's proposal: This specification uses the prefixes defined in tables 1 and 2 when referring to elements and attributes in this specification. However, implementors may use any prefix, provided that there is a namespace declaration that binds the prefix to the URI of the corresponding namespace. (some minor edits) I amended the preceding note to read: Note: The defined XML namespaces conform to the Namespaces in XML specification [xml-names] .
