Perhaps I've missed it, but it seems that the only way to add information about the language of text content (like a paragraph) is to apply a style and use fo:language attribute on said style.
This is not logical and inconvenient when working in a multi-language environment (company, government...) reusing the same (or very similar) templates: one has to check each and every style in a template to see if it is set to the "correct" language (important when spell checking the document, but also for accessibility when selecting a voice)
