      8.3.2 Conforming Small Group Evaluator requires to implement External Named Expressions. This does not make sense for a Small group evaluator, notably on small devices. Furthermore, External Named Expressions are a superset of both, Simple Named Expressions and Sheet-local Named Expressions, but Sheet-local Named Expressions are required only for Large group evaluators.
