      No action. There is sufficient flexibility in the provision of IRIs for referenes. How it can work in practice is a host-dependent behavior and likely to be implementation-dependent/-defined.

      NOTE: There are many ways to employ placeholders in IRIs such that a consumer will fail to find the referenced document, relying on user to provide the actual, correct resource, if there is one. However, this is a host-dependent behavior and any convention for ODF would be a matter for ODF 1.2 Part 1 with regard to the use of placeholder references there.

      Excel has the ability to create references to unsaved documents or unvalidated references. OpenFormula does not appear to specify a syntax for this type of reference.
