      Clearly should be a Note:

      Question: Does "weak [UNICODE] characters," refer to "weak types" for the Unicode Bi-di algorithm? If so, the "consumers" may choose different script types." I don't think is an accurate description of resolution of "weak [UNICODE] characters."
