      Second sentence repeats the language of draw:layer and should be deleted.

      This is the only occurrence of "paint order." Draw:z-index uses "rendering order."

      Suggest final sentence become: Assigning a shape to a layer does not change its rendering order as defined by its draw:z-index attribute. 19.233
