The second paragraph reads:

"Consumer user interfaces may consider animation elements that have a presentation:master-element attribute to be a part of the animation element that is referenced, and may therefore exclude them from any lists of defined animations."

That looks like application side advice to me. Suggest this become a note.

It does raise the issue of a mechanism for declaring lists of defined animations. For ODF-Next perhaps.
