Reads: "If the text:condition attribute is not present, it is assumes that the formula true, meaning that the next row is selected unconditionally."
But the prior paragraph says new row selected only if evaluation of condition results in true. Do we want to default to true here?
If so, revise to say:
"If the <text:database-row-select> element has no text:condition attribute, the condition shall be treated as having the value true and the next row will be selected."
