Reads: "If the text:condition attribute is not present, it is assumes that the formula true, meaning that the next row is selected unconditionally."
(I am revising my opinion on <text:hidden-text> as well.)
Perhaps this means if text:condition is absent, then the hidden-paragraph never displays?
Thus:
"If the <text:hidden-paragraph> element has no text:condition attribute, the condition is presumed to be true and the hidden paragraph is not displayed."
Why this would be allowed I cannot say.
Can someone confirm this reading?
