      19.837.3 <text:bibliography> says:

      ***
The text:name attribute specifies a name for a bibliography.
The name serves as a unique identifier for the bibliography.
      ***

Contrast with 19.837.13 <text:reference-mark-start> which says:

      ***
The text:name attribute specifies a unique name for reference elements.
      ***

      I propose the shorter form for <text:alphabetical-index>, <text:bibliography>, <text:illustration-index>, <text:index-title>, <text:object-index>, <text:table-of-content>, <text:table-index>, and <text:user-index>.

Even with that, there is still enough variation in the attribute that we can't collapse it. Maybe in ODF-Next.
