Regarding text:relative-tab-stop-position is seems weird that you can't
specify it for paragraph properties, when the description in 19.857 talks
      about paragraphs.

And tab-stops refers to a parent element, but nowhere up the chain can
      text:relative-tab-stop-position attribute be specified.

It's a pretty important obmission since OOo seems to store the same inforation
      in settings.xml as <config:config-item config:name="TabsRelativeToIndent"
      config:type="boolean">false</config:config-item>

That seems a rather inconsistent place to store such vital information for
      reproducing the same output.
