      The actuate attribute has the value "onRequest", which means that the URI is nor retrieved automatically but on request only. What an application does with the link is actually implementation behavior and us such outside the scope of the ODF specification.

      Currently it reads "The <meta:template> element specifies a URL for the document template that was used to create a document. The URL is specified as an Xlink" and one of the attributes is "xlink:actuate"

      What should an implementation do when the link is actuated ? Should it try to retrieve the template, check if there is a new version available (using meta:date) and, say, keep the content.xml, but (only) update the styles.xml ?
