There are two defects in 19.172 draw:filter-name
1. The value is identified as an "internal filter name" with no clarification. This lack of specification must be identified as either implementation dependent or implementation defined, and allowing arbitrary strings is a concern. See OFFICE-3130 on style:filter-name for a companion issue.
2. The descriptiion is misleading. It says "This attribute contains the internal filter name that an consumer has used to load the graphic."
However, we are describing what is seen in a PRODUCEd document, not what a consumer might be doing. So if the graphic is already loaded (as is apparently allowed), this is how the graphic was loaded into the document by the producer.
There is a related problem with the interactions that apply here, concerning XLink behaviors. Those will be addressed separately.
