discrepancy in how to implement the table:table-template element

In determining how to implement the table:table-template element, the PowerPoint team has run across a discrepancy in how to implement the element, as follows:

a) the schema indicates this lives under styles, but
b) the ODF spec (sections 3.15.4 and 16.18) indicates this lives under master-styles

Which of the two is correct? Or is there some way they are not understanding that makes both correct?
