      I said I was scratching my head about this, and seeing it in the editor revision helped me to see the problem.

      Although it was an earnest effort, I see now that much of the business about what a consumer might do with a non-ODF 1.2 document and what a non-ODF-1.2 consumer might do with an ODF 1.2 document is simply extraneous and certainly provides no normative provisions for ODF 1.2.

      I recommend removal of the extraneous statements.
