Insert into Table 24 - Unit names

"at" Deprecated. Treated by Excel2016, incorrectly, as the equivalent of "atm." See SI_at(link) for the correct value.

"atm" Standard atmosphere = 1.01325×10+5 Pa

"SI_at" Technical atmosphere = 9.80665×10+4 Pa

Since we don't cite sources for other values, I suggest we skip sources for 1.3. Would be a nice detail to attend to in the next release.
