Extend Open Document Specification to improve support for bibliographies.

      Create a new schema definition that defines bibliography content separately from text content. The top-level XML element for bibliography content will be <office:bibliography>. <office:bibliography> will be a child element of <office:body>.
      Create a corresponding ODF document-type and a corresponding ODF namespace for bibliography content.
      All bibliography information will be stored in <bibliography:data>. <bibliography:data> will be a required child element of <office:bibliography>.
      Further articulation of the <office:bibliography> schema will be decided in further discussions.

      ODF Specification provides that bibliography information is stored in <office:text> in <text:bibliography-mark>. <text:bibliography-mark> supports a very limited number of fields; and information about a single source is stored redundantly by every <text:bibliography-mark> that refers to that source.
