      The false value for 19.88 db:use-catalog reads:

      false: catalog name is not use to reference a table in SQL statements.

      Do we mean: "shall not be used" or "should not be used?"

      A true value is defined as:
      catalog name should be used to reference a table in SQL statements.

      As a parallel to true, I suspect "should" but wanted to confirm it is only a should.
