      Allow the combination of text:anchor-type="char" together with style:vertical-rel="line".
      That is, in table 'Vertical Relation Values' (table 23 ODF 1.3) replace row

      Since the start of OpenOffice.org using ODF it writes out the combination of text:anchor-type="char" together with style:vertical-rel="line". But it is not allowed according table 'Vertical Relation Values' in section style:vertical-rel (20.398 ODF 1.3).

      Word uses this kind of positioning as value "Line" in its UI. Word writes its out as text:anchor-type="paragraph" but positions the object markup in file as if it has text:anchor-type="char", violating the requirement for text:anchor-type (20.418 ODF 1.3). So Word too cannot write out its layout as valid ODF because of the missing possibility to use "line".
