in Zip APPNOTE 6.2.0, there is no requirement on the encoding of entry names, and there is no way to find out what the encoding of entry names in a given Zip file is.
there is a Info-ZIP Unicode Path Extra Field in later versions of APPNOTE, but it is problematic and i recommend against using it in ODF packages.
LibreOffice interprets ODF package Zip entry names as UTF-8.
i've never seen a ODF package with non-ASCII/non-UTF-8 entry names.
we should clarify and codify existing practice and require UTF-8 in the ODF Package specification.
secondly, it looks like there is currently no prohibition on duplicate entry names.
