hide change track info when change tracking is not supported

Interop profile cd01 only mentions to keep change track info when an implementation does not support change tracking.
Could be useful to mandate that an Implementation not supporting change tracking, shall not display the elements within the text:tracked-changes element to the User

(At least one lightweight implementation I know of, simply shows the text contained within the track changes at the top of the first page, which is not what the user really wants)
