      Include correct, explicit OASIS Copyright notices. Do not attempt to use macros. If a file is updated in a year later than when the first copyright notice was added, expanded the date range to include the year of the latest update in the year range.

      OK, I've changed the copyright notice to plain text, instead of relying on a custom SVN property.

      Description

      The use of keyword $Copyright$ at the bottom of HTML pages in folders of the TestSuite is ineffective. When pages are retrieved directly via the SVN web interface, the $Copyright$ label is not expanded. Also, when the HTML pages are retrieved to a working copy via SVN Update, the $Copyright$ label is also not expanded.

      Also, use of $Copyright$ substitution would cause all notices to change even when some files have not been touched. This is incorrect.
