Write RFC and apply to IANA to register Configuration-Context header

The Configuration Management specification requires an http header as one way of setting the configuration context for a request for a versioned resource. Since the standard cannot rely on experimental, unapproved, headers, we need to write an RFC and apply to IANA to register the Configuration-Context header.
