Percent-encoding parameters in the examples

For example, the URI

http://example.com/bugs?oslc.where=dcterms:identifier="4242"

should have been

http://example.com/bugs?oslc.where=dcterms%3Aidentifier%3D%224242%22

I understand that the latter is unreadable but I think it is unacceptable for the normative part of the spec to present invalid URIs.
