OSLC core 3.0 paging has OSLC Core 2.0 and LDP Paging reversed

      OSLC core 3.0 paging is incorrect: LDP paging should be MAY, OSLC 2.0 Paging should be SHOULD.

      The motivation is that OSLC is primarily concerned with interoperability and integration between OSLC clients and servers. So compatibility with 2.0 is highly desired. In addition, LDP paging was never finalized and has no development activity in the last two years. So there may be more implementations of OSLC 2.0 paging than LDP paging.
