      TC recommended adopting the proposed resolution to maintain backward compatibility and to facilitate the possible use of access control as a separate capability.

      Since we're merging the ILDP specification into the TRS specification, there may be little motivation for using different namespaces. However, having another namespace doesn't hurt anything either and might help separate concerns.
