Resource shape spec should indicate that langString is assumed

      As required in our multi-document specification, indicate when value type of string also implies langString. Or, add a statement to the effect of string implies langString in all cases.

      Description

      The resource shapes spec says that valueTypes are constrained as follows: "OSLC datatype properties are a subset of the base or primitive types defined by RDF and XML Schema. A datatype MUST be one of the following individuals..." then it lists string as one of the types.

      Based on conversations in this TC I believe the intention was to imply langString as well as string. Thus we should say that. Are there any instances where langString is not implied?
