Migrate OSLC 2.0 Query Specification to OASIS

This document needs to be migrated to OASIS from open-service.net, just like all the other OSLC 2.0 specifications. This should be added as another part of the OSLC Core 3.0 multi-part specification, and all references to OSLC query should be updated to refer to this migrated part.
